I downloaded something called rules.xml and installed it, it said it worked. I also downloaded a registry file to make the InPrivate filter be turned on every time I use IE8, and that works.
It seems to be working but I still see ads, what’s the deal?

These are partly 3rd party cookies.
INTERNET EXPLORER: Tools> Internet Options> Privacy> Advanced:
here check ‘Override automatic….’; ‘Allow session cookies’; ‘Allow 1st party cookies’ & ‘Block 3rd Party Cookies’.
IE doesn’t handle these cookies very well, and some are going to slip in.
Switch to Firefox, and be completely done with it:
Get Firefox as your default browser & use it for everyday surfing; fall back to IE only for "last resort" viewing of substandard websites & Windows updates.

IE8 as I’m sure you know is intended as a way to not record history, not block ads. The benefit of InPrivate browsing as an adblocking filter is that it does not allow sites to record ad date, (or any data) into your history cache.
