If the feed contains copyright restrictions, you can’t.
If the feed allows usage but requires that you comply with some rules (ie do not hide the links etc) , you must compay with the rules.
If there are no copyright notice nor terms of use, you can just "take it".
You "take it" by connecting to the feed directly through your code and read the xml file:

You dont need any permission. The feed is meant to be taken by any one. Ofcourse some feeds require authorization, but most of them are for everyone.
Just click on the rss icon in the browser’s address bar. From there you can subscribe to the feed using any feed reader.
If you have a gmail account, you can use google’s feed reader to subscribe by giving your gmail login and password.
