why should i learn xml?

I’ve been searching for a new book to refresh my HTML / CSS / XML skills, but there are so many options out there. I thought I’ll put the question out there.

Should I learn a server side scripting language and a database before attempting to learn xml?

I still don’t exactly know what xml is used for, will I have a use for it if all I know is html,css and basic javascript?
