What does code reuse mean? What does theft of intellectual property mean and how does it fit in with copying code from another programmer?

He has struck out twice now trying to find a good programmer and webhost. The first guy did both, but when he finished the code he tried to extort money before giving the code back to him. The second company was a bigger company in TX, but they too are breaching the agreement and trying to nickel and dime my father for stuff, and they can’t even figure out how to filter spam and maintain his code.

I need to help my father an excellent programmer to maintain and update his existing xml & .net code who will charge a flat fee, and not rip him off. Also, my father needs a qualitly webhost who can host his site, allow a lot of changes, and store large databases, and run 24X7, for a reasonable flat rate.

Does anyone have a good recommendation… should my father hire an IT guy to build everything in house? (literally… he runs his business out of his home)

These partners also provide us with feeds of their articles, so we can link together when we have a matching topic.

My programmer is able to process feeds in rss 2.0 format, but can’t seem to get the same results using an XML feed.. I know they’re really both XML feeds, but for whatever reason they’re different? Maybe? :)

Files that start like this he can use:
- <rss version="2.0">
- <channel>

But ones like this are problems, apparently we need a parser? Myabe? :)

<?xml version="1.0" encoding="ISO-8859-1" ?>
- <xml>
- <channel>

Any help appreciated! We use mysql/php/linux on the server.

Ok to be more clear, we need a script that will handle both xml and rss formatted files.

We have an RSS parser at the moment, that spits out arrays for specific variables, since RSS only handles certain variables.

Each site we link partner with may name their variables differently, or give us different information. We need to be able to edit it to handle these situations basically.
