I saw a demo of such a tool. it had a large xml file that defined various variables, and then it used various functions to find required information from the site. It required a start url and various other parameters. The output file was a xml file. kindly suggest if any idea.
this tool basically is used to create/modify config files.

Take a look at Yahoo Pipes, very powerful and easy.
It will consume xml (and lots of other data too) and pull out the bits you are interested in.
Take a look at the "Fetch Data Module"
