Weigh the cost and time of not only learning but purchasing any related software versus having a professional designer create one for you. More than likely its not worth it.

But for those who want to learn, the first thing is to get your design skills down. Get experience in what you cannot Google. It doesn’t matter if you don’t know everything there is to know about HTML because all you need to do is do a quick search on the Net for the answer. Learn a image editing program like Photoshop or Fireworks. Learn CSS and common layout designs using CSS. Then understand some basic principles to programming. You will need a foundation for learning Javascript, PHP and/or ASP (PHP and ASP are known as Server Side Languages. Perl is one as well.). Finally touch on some database design and how to connect to various database programs with each language. Flash and Silverlight can fit in there somewhere, but they are a combination of programming and graphics so they require both skillsets to do anything meaningful.
Above all, content is king. You can have a simple looking site, but as long as the content is laid out in a logical and easy to find manner, it will do its job.
