I know HTML and CSS but would like to get into the web developer side of things, specifically web applications. I would like your advice as to which language to concentrate on first and which would be most useful – ie PHP, Javascript, XML or others and why?

You need to Google and use Wikipedia, as you’re simply taking buzzwords, without understanding the implications. PHP is a server side language. Javascript is client side. XML is not a programming language. It’s a document markup language. We can’t make suggestions when you throw out buzzwords. If it were that easy, everything on the internet would say “learn X first”.
I recommend you do some reading, understand that what you’re getting into, and then come back with a question. Until then, you’ll only get bad advice or no advice.
I think the 2 most popular development languages are PHP and ASP.Net, PHP if you’re using Unix and ASP.Net if your using Windows Servers.
Javascript is used in almost all web development so is good to know.
I think, for web applications, pages, Javascript is good and very easy, you can learn quickly.. as you know HTML and CSS..
