Where are the xml and itl folders for itunes?

I’m trying to transfer the songs from my iPod to iTunes and I’ve followed all the steps but when it says to delete the XML and ITL folder, It’s not in my iTunes library. Will it still work if they arn’t in there? What do I need to do to get them there?
